Darby Chellis Bade

Darby Chellis Bade worked at Marasco Newton Group until it was acquired by SRA International. She continues to work at SRA as a Principal management consultant today.

Ms. Bade has served as the Tournament Director for the 2006, 2007 and 2008 Newton Marasco Foundation Environmental Charity Golf Classics.

She received her Masters in Management Information Systems (MS, MIS) at the University of Virginia in May, 2001. She received a B.A. in Environmental Studies at American University in Washington, D.C.

Greg Beronja

Greg Beronja is the President and CEO of SC&A, Inc. (also known as Sanford Cohen & Associates). Mr. Beronja has held this position for two years and was the COO from 2002 through 2008. Prior to joining SC&A, he was a Vice President for CH2M HILL. During his 16 years at CH2M HILL, he held various positions including Mid-Atlantic Environmental Business Group Manager, Client Service Manager for DuPont, and was part of CH2M HILL’s Management Systems Practice. Mr. Beronja has also held management positions in the Printed Circuit Board industry. In 1980, while working with an EPA contractor, he developed and started the RCRA-Superfund Hotline. Mr. Beronja has passed both the PE and CPA exams.

He has an MBA from George Washington University, an MS in Chemical Engineering from Tufts University, and a BA in Biology from the University of California, San Diego.

Ernest Bond

Ernest Bond, Ph. D., is an Associate Professor in the Seidel School of Education at Salisbury University where he specializes in children’s and young adult literature and creative arts instruction. Dr. Bond has been involved in education in some capacity for 23 years, starting as a teacher in an Upward Bound Program. Throughout his career, he has taught preschool, served as adjunct faculty at Ohio Dominican College, and provided education consulting and research services.

In 2007, Dr. Bond was named 2007 Maryland Professor of the Year by the Carnegie Foundation for the Advancement of Teaching and the Council for Advancement and Support of Education (CASE). He also received the highest faculty honor given by the University System of Maryland — the Regents Award for Excellence in Teaching.

Dr. Bond received his B.A. in Anthropology/Sociology at Kenyon College, an M.A. in Black Studies at The Ohio State University, and his Ph.D. in Education from The Ohio State University.

Timothy W. Cooke, Ph.D.

Dr. Cooke is a Vice President and the Acting Director of the Environmental and Organizational Services group of SRA International. Dr. Cooke started his professional career teaching and doing research as a faculty member in the Economics Department at Rice University and Adjunct Professor at American University. He then moved to a position as a Senior Economist at the Center for Naval Analyses, now part of the CAN Corporation. In these roles, he published over 30 research monographs and professional publications in labor markets, regional economic development and environmental economics. He also served as an expert witness for the U.S. Department of Justice and an economic consultant for the State of Texas and private sector clients.

For the last 18 years, he has been an entrepreneur within SRA in various business and management roles covering a diverse cross-industry background, including financial services, health care and the environment. In this capacity he led two strategic business units at SRA, led new business capture and development activities and a prospective spin-off company that built upon SRA’s intellectual property in data mining technologies. He is currently leading SRA’s Environmental and Organizational Services business unit and is responsible for developing new business initiatives for SRA focused in the energy and environment domains, including climate change, Green IT and Smart Energy. He has recently been a speaker at the annual meetings of the National Association of Energy Services Companies (NAESCO) and the National Association of State Energy Officials (NASEO).

He holds a B.S. from George Mason University, and M.A. and Ph.D. in Political Economy from The Johns Hopkins University.

Ron Davison

Mr. Davison is an independent consultant with nearly 30 years professional experience. He assists private sector client in designing and implementing capture programs, develop proposals, and implement management consulting service delivery to government and private sector clients. Currently, Mr. Davison is under contract with several firms supporting strategic planning, proposal, and emergency management/homeland security initiatives.

For the majority of his career, Mr. Davison supported Federal emergency management and environmental programs. He has expertise in emergency management, education, training, outreach, communications, environmental/chemical safety programs, homeland security, and program development and management. Mr. Davison is a seasoned project manager and subject matter expert and has led multi-million dollar efforts involving multiple tasks, subcontractors, and initiatives on a simultaneous basis.

Mr. Davison supported education initiatives throughout his career, including working with the federal government to develop education products for use by schools at all levels (e.g., K-12, undergraduate).

Mr. Davison obtained his M.A. in Political Science at George Washington University and his B.A. at the University of Puget Sound, also in Political Science. Mr. Davison joined NMF to assist in developing grants and promoting educational collaboration opportunities.

Patricia Dean

Patricia Dean, Ph.D., is an Associate Professor in the Seidel School of Teacher Education at Salisbury University where she focuses on emergent writing, emergent literacy, elementary reading and language arts methods, children's literature, early childhood education, cultural diversity, poetry for elementary students, and writing across the curriculum. She is the Coordinator of the Creative Arts minor and the Coordinator of International Education Programs.

Dr. Dean began her education career teaching Kindergarten, and first and second grades, and has also consulted to the Pennsylvania Department of Education, conducted various educational workshops, and mentored elementary education interns teaching in Beijing, China.

Dr. Dean’s professional affiliations include: National Council of Teachers of English, National Association for the Education of Young Children, State of Maryland International Reading Association Conference, and the International Reading Association.

Dr. Dean received her B.S. in Math and her M.Ed. in Science, both from the Clarion University in Pennsylvania, and a Ph.D. in Curriculum and Instruction from The Pennsylvania State University.

Tony Diecidue

Tony Diecidue has over 30 years of experience as an environmental professional and management consultant, and is a highly experienced and skilled senior program manager and environmental regulatory and policy specialist. His years of experience include serving as a Federal government official and an environmental industry consultant for U.S. and international clients. Mr. Diecidue specializes in formulating and managing complex projects for public and private sector clients in such diverse areas as due diligence, compliance and cleanup; strategic business planning and institutional analysis; capacity building and sustainability for domestic and international environmental programs; legislative, regulatory and policy impact analysis; environmental program evaluation, measurement and reporting; and information management strategic planning and enterprise architecture support.

Mr. Diecidue has provided environmental and management consulting advice and support for numerous clients including EPA, the Pentagon, military departments, DOI, GSA, FEMA, SEC, DOE, USPTO, and the private sector on a variety of regulatory, policy, programmatic, and information technology initiatives and challenges

Mr. Diecidue also served for several years as a deputy operations manager for a $16 million/year profit and loss center, responsible for leading the formulation and implementation of annual strategic business plans; resolving operational challenges to minimize impact of meeting annual strategic business goals; driving the operation toward business expansion (new markets, clients, and services); and leading and mentoring a diverse staff of approximately 60 individuals.

Before becoming a consultant, Mr. Diecidue served as a section chief in EPA's Superfund Enforcement Program, where he developed state enforcement program requirements and innovative approaches for achieving settlements with potentially responsible parties.

Mr. Diecidue also has volunteered in numerous capacities in support of the Newton Marasco Foundation. Because of the volunteer work in support of the Foundation, Mr. Diecidue and other Project Performance Corporation employees for 2010/2011 were recipients of the President's Volunteer Service Award, presented by the President's Council on Service and Civic Participation.

Amanda Dosch

Amanda Dosch graduated with honors from Dickinson College in 2001 and is a Principal Analyst in the Energy, Environment, and Climate Solutions Sector at Project Performance Corporation (PPC). Amanda is an experienced project manager who provides policy and management support for a number of Federal energy, environmental, education, and management contracts. She has 10 years of project management experience working in support of the U.S. Department of Energy (DOE) Energy Efficiency and Renewable Energy Office (EERE); including managing the Industrial Technology Program’s Save Energy Now industrial partnership outreach efforts and helping lead an effort to implement an EERE-wide portfolio, program and project management improvement initiative. She is a member of the Women’s Council on Energy and the Environment and Leadership Fairfax.

Outside of work, Amanda enjoys volunteering with a number of clubs and non-profit organizations in the Northern Virginia community. She is the Community Service Lead at PPC and has actively volunteered with the Newton Marasco Foundation’s Greater Washington Eco-Golf Classic and Charity Auction, Homestretch Children's Life Skills classes, Adopt a Highway, Adopt a Family for the Holidays, the PPC Food Drive, and various other community events. Amanda has also held numerous leadership positions with the Northern Virginia Alumnae Club of Pi Beta Phi, most recently serving as Vice President. She can be found participating in a number of outdoor activities — Ultimate Frisbee, biking, boating, and spending time at her family’s beach house near Rehoboth, Delaware.

Joan L. Eisenstodt

Joan Eisenstodt currently serves on NMF’s Executive Board with a focus on development. Ms. Eisenstodt’s expertise is in facilitation and training; meetings department performance audits; and meeting planning, including program planning, facilities contracts, negotiations, and meeting management training. She brings more than 30 years of experience to her work. She founded Eisenstodt Associates, a Washington, DC-based conference consulting, facilitation and training company in 1981. In addition to clients with whom she works, Ms. Eisenstodt is retained as a hospitality industry expert witness and is on the Editorial Advisory Board of the Journal of Convention and Event Tourism. She is active in the hospitality industry and in her community where she has served on boards of community and education-related organizations.

Ms. Eisenstodt was one of the first four recipients of the Pacesetter Award from the Hospitality Sales and Marketing Association International (HSMAI) for her contributions to education in and about the meetings and hospitality industry. The International Association of Conference Centers honored Ms. Eisenstodt with their prestigious Pyramid Award for education.

In every year of the list since its beginning in 1995, Ms. Eisenstodt was named “One of the 25 Most Influential People in the Meetings Industry” by Meeting News magazine. Successful Meetings Magazine named Ms. Eisenstodt one of their “Power Players” (“10 Women Who are Changing the Industry”). She was named “e.communicator” by meetingmed.com. Corporate Meetings & Incentives magazine featured Ms. Eisenstodt on the cover as one of “The ‘A’ List 10 Women Meeting Industry Leaders.” In 2006, she was selected as the Planner Partner of the Year by the National Speakers Association. Ms. Eisenstodt received the hospitality industry’s highest honor when she was inducted into the Convention Industry Hall of Leaders in July, 2004.

Mary Foley

Mary Foley is a Senior Manager with SRA International’s Energy and Environmental Services business unit. Starting her career at the Marasco Newton Group, Ms Foley has over twelve years experience providing Web management and policy consulting services to the Environmental Protection Agency (EPA). She currently supports EPA in a wide variety of initiatives. In 2007, Ms. Foley won EPA’s Outstanding Web Achievement Award for her work on EPA’s Integrated Risk Information System Web site.

Ms Foley holds an M.A. in Art History from the University of Massachusetts at Amherst, and B.A. in English from Georgetown University.

Jeri Hall

Jeri Hall, a retired employee and senior manager at United Parcel Service (UPS) for 25 years, has extensive project, event, and operations management skills and expertise. She has managed the implementation of national and international operations centers, coordinating large numbers of staff and materials. Mrs. Hall is also an expert trainer and she regularly evaluates employee sales and marketing performance and accountability. She was the Senior Events Coordinator for the UPS sponsored annual Pebble Beach Golf Tournament for multiple years.

Mrs. Hall received a Bachelors degree in Social Sciences and Education from San Francisco State University

Amoretta (Amie) Hoeber

Amie Hoeber is President of AMH Consulting, a Potomac, Maryland company. Since 1991 she has provided consulting on a wide range of defense and environmental matters — including program planning and independent assessments for the Federal government and participation in projects, studies, management reviews, market and budget analyses, and business development activities for a wide variety of private industry clients. Technical and programmatic specialties include chemical and biological defense, chemical weapons demilitarization, Cooperative Threat Reduction Program nuclear weapons security and demilitarization, defense against terrorism, force protection, military preparedness, nuclear weapons complex cleanup, and ballistic missile defense.

Prior to founding her consulting company, Ms. Hoeber held several senior management positions at TRW’s Federal Systems Group in Fairfax, VA.

Before joining industry in 1986, Ms. Hoeber served for over five years as a Presidential appointee in the Department of the Army, including as Deputy Assistant Secretary of the Army (Research and Development), Principal Deputy Assistant Secretary of the Army (Research, Development and Acquisition) and Deputy Under Secretary of the Army. Prior to her government service, Ms. Hoeber was Deputy to the Director, Policy and Strategy Analysis Division, System Planning Corporation. Earlier positions included Director, Department of Military Policy Analysis, General Research Corporation; three years with the Wohlstetter consulting group; and several years as a member of the technical staffs of the Rand Corporation, Analytic Services, Inc., and the Strategic Studies Center of the then-Stanford Research Institute (now SRI International).

Ms. Hoeber has been and is active in several professional groups. She is a member of the Council on Foreign Relations and has been an occasional speaker on defense matters to Council chapters. She has also been active in the Center for Security Policy, the Chemical and Biological Arms Control Institute, and is on the Advisory Board of Women in International Security. She is also a founder and Past Chairman of the NBC Industry Group. Ms. Hoeber is a member of the Board of Directors of Versar Corporation, and was Chairman of the Board of EAI Corporation for three years prior to its sale to SAIC. She is also on the Board of the House of Ruth of Maryland.

Joanna Hugney

Joanna Hugney, a Director with Project Performance Corporation (PPC), leads the firm’s Information Technology Strategy Consulting Division. Ms. Hugney has been providing IT services to the federal government for over 25 years and is recognized for her expertise in planning and delivering complex enterprise IT solutions and services. The Environmental Protection Agency (EPA) has been Ms. Hugney primary client for over a decade. She currently serves as the Program Manager for EPA’s Strategic-level IT services contract, called ITS-BISS. She is responsible for all technical direction, contract management, resource management, and client satisfaction for this key advice and assistance program.

Key areas of expertise include: strategic planning; Enterprise Architecture; full life-cycle systems development; business process reengineering; systems operations and maintenance; program management and planning; designing and implementing systems to facilitate public access to information; and environmental applications development.

A recognized thought leader, Ms. Hugney has authored numerous publications including the AIIM E-DOC Magazine article “Capitalizing on Content.”

Prior to joining Project Performance Corporation, Ms. Hugney was a Principal at Booz Allen Hamilton, where she led major information technology contracts supporting EPA, such as EDOCKET and the CERCLIS3 information system redesign. Prior to her eight years at Booz Allen Hamilton, Hugney worked for companies such as McDonnell Douglas and Metier Management Systems, where she specialized in implementing program and project management systems for such clients as the Federal Aviation Administration, U.S. Navy, and the Port Authority of New York and New Jersey.

Gayle Jefferson

Gayle Jefferson is a 25 year employee with the United States Federal Government, having served at the Environmental Protection Agency (EPA) for 24 of those 25 years. Gayle has worked in EPA’s Superfund program, Brownfields Revitalization, has managed the EPA Headquarters Facilities Operations, and is most recently serving as Special Assistant/Chief of Staff to the Agency’s politically appointed Assistant Administrator for the Office of Environmental Information and Chief Information Officer.

She has served as Chair of the Membership Committee of the Executive Women in Government (EWG) for the last three years. EWG is non profit organization of over 300 leaders in the executive, legislative, and judicial branches of the Federal government. EWG is a 501(c)3 non-profit professional organization of women executives. Under Gayle’s leadership in 2007, EWG’s membership reached 300+, for the first time in its history.

Ms. Jefferson received her B.S. in Technology and Management from the University of Maryland.

Jessica E. Kent

Jessica Kent is a Principal Analyst in Project Performance Corporation’s (PPC) Environment and Energy Sector. For almost eight years she has supported, and now leads, various environmental and energy projects that include updating and integrating industrial energy savings assessment tools, conducting desktop environmental assessments and Phase I site assessments for loans involving properties with undergoing storage tanks, estimating environmental liabilities and uncertainties, and assessing performance metrics.

Mrs. Kent was a staff member of NMF for two years. During that time, she managed the Loudoun Valley High School Field It program and assisted in grant writing and creating the donor database. She is also a graduate of the Emerging Leaders Institute (ELI), a selective organization dedicated to promoting leadership skills and community service in Fairfax County, VA. Additionally, she is a member of the Women’s Council on Energy and the Environment (WCEE), a non-partisan, policy-neutral organization that focuses on women, energy and the environment.

Mrs. Kent holds a bachelor’s degree in Environmental Science from Dickinson College in Carlisle, PA and Masters of Public Policy with a focus in environmental policy from The George Washington University's Trachtenburg School of Public Policy and Public Administration.

Dan Kocher

Dan Kocher is a Senior Principal at the Project Performance Corporation (PPC), currently working in Oxford, England for PPC’s parent company, AEA Technology. In his current role at AEA, Mr. Kocher is responsible for ensuring the successful delivery of customer-facing IT solutions as well as managing a globally focused Chemical Risk and Due Diligence practice. He has specialized experience in business development, strategic planning, budgeting, performance measurement, and return on investment analysis. Prior to joining PPC, Mr. Kocher obtained a broad range of experience in the fields of commercial finance, commercial real estate, and government relations.

Mr. Kocher is a graduate of the Emerging Leadership Institute (ELI), a selective organization dedicated to promoting leadership skills and community service in Fairfax County, Virginia. Additionally, Mr. Kocher supports NMF’s grant from Guest Services, Inc. to promote “green” initiatives in their business practices.

Mr. Kocher holds a bachelor’s degree in Economics and a Master’s of Public Administration from Indiana University’s School of Public and Environmental Affairs, specializing in Public Finance and Economic Development.

Thelma Lucas

Thelma L. Lucas is a retired manager from AT&T with 25 years of experience in communications, operations and business services, and network administration. Mrs. Lucas worked for 13 years with the Marasco Newton Group as the Office Manager and Executive Assistant. She is a founding member of and served as the leader of Common Threads, a diversity work team for SRA International. Mrs. Lucas is also an accomplished Gospel singer.

Mrs. Lucas is a graduate of Trinity University in Washington DC, with a BA in Human Relations and a minor in Theology. She is currently enrolled in the Masters program at the Washington Theological Union in Washington, DC and Xavier University in New Orleans, Louisiana.  

Linda Manning

Linda Manning has an interdisciplinary background in natural resources policy and analysis, community problem-solving, facilitation, conflict-management, communications and social science and policy research. Her work has focused on improving communication of environmental issues and problems in order that individual citizens, land and water managers, government officials and educators can more effectively engage public support and resources in protecting the natural environment. She specializes in the design and facilitation of complex technical/scientific dialogues in order to solve management issues, prioritize scientific inquiry and inform policy makers.

Ms. Manning has worked collaboratively and in a management capacity with a variety of audiences from executive-level federal government officials to subsistence farmers in West Africa. Her focus on alternative dispute resolution and management priorities consistently reflect the richness of these multiple viewpoints and values in any issue in which she is engaged. Her subject area experience is both broad and deep with experience and interest in the following topics: flood risk management, water quality, brownfields redevelopment, endangered marine mammals, sustainable development, biodiversity protection, pollution prevention, wildfire policy, and international environmental policy

Prior to her 13 year career in environmental consulting for SRA International and the Marasco Newton Group, Ms. Manning was employed as a community planner for the Southern Maine Regional Planning Commission, a researcher/writer for the National Consortium for Environmental Education and Training at the University of Michigan and served as a Peace Corps Volunteer in Mali, West Africa. Ms. Manning is now the founder and President of Council Oak, an interdisciplinary consulting firm located in Annandale, VA.

Laura Marasco

Laura LaVaun Marasco, Ph.D., is an assistant professor in social studies education at Salisbury University in Maryland. For nine years, she directed two US Department of Education career ladder grants, totaling approximately $2 million dollars. Dr. Marasco’s higher education, undergraduate and graduate, teaching includes: Colorado Mountain College; University of Colorado, Denver; Metropolitan State College of Denver; and Adams State College. She holds teacher licensure in the State of Colorado and formerly in Washington, Virginia and the District of Columbia.

Dr. Marasco was one of 200 public school educators selected nationwide for the first Holocaust Educational Conference. She was recognized at the Holocaust Museum in Washington, D.C. for her social studies curriculum. She was given the Honorable Mention Teacher of the Year by the State of Colorado. Most recently, she received a Fulbright Scholarship to study Conflict Resolution and Peace-Building in Nicaragua. There, Dr. Marasco was designated as an international observer to the Nicaraguan presidential elections in 2000. Her international educational work includes directing a sub-part of a $100,000 US Department of Education grant for the internationalization of higher education curriculum.

Dr. Marasco studied in Spain, Mexico and Nicaragua. She received her Bachelors degree in Spanish from Hanover College; her Masters degree in history from Indiana University; and her Ph.D. in Educational Leadership and Innovation from the University of Colorado.

Nancy Marasco

Nancy Marasco is currently the Curator of Poplar Hill Mansion, a Federal house museum in Salisbury, Maryland. She also serves as the administrator for their non-profit foundation. She has retired from decades of service as an officer with the fire department. Ms. Marasco's background includes fundraising for medical issues and political candidates.

Cathy McGirl

Cathy McGirl is a program manager and senior policy analyst at Tetra Tech EM Inc. with 20 years of environmental consulting and project management experience. Ms. McGirl has extensive experience managing large, multi-task projects for EPA clients that involve the development of public outreach strategies and materials, management of grants programs, the design and implementation of outreach, technology transfer, and training programs, and strategic planning and performance measurement. She manages Tetra Tech’s support to EPA’s environmental education program, including the development of publications, websites, exhibit, and outreach tools; grants and fellowship program management; strategic planning and program evaluation; and a youth recognition program.

Ms. McGirl is the program manager for a contract with EPA’s Office of Grants and Debarment, and is currently supporting EPA’s Landfill Methane Outreach Program. She has provided logistical support for dozens of workshops and designed and developed conference materials for domestic and international audiences.

Ms. McGirl’s professional affiliations include: North American Association for Environmental Education, National Grants Management Association, and the Women’s Council on Energy and the Environment.

Outside of work, Ms. McGirl frequently volunteers at a local elementary school and is a volunteer for a non-profit, community-based performing arts organization.

Ms. McGirl received a B.A. in History from James Madison University, and a M.A. in Russian and East European Studies from George Washington University.

Ed Miller

Ed Miller is the Vice President at the Cadmus Group, Inc. where he specializes in providing marketing and outreach support and economic, financial, and technical analyses to government agencies and private sector clients. He leads the Voluntary Programs Group out of the Cadmus offices in Arlington, Virginia. His group uses engineering and architecture, social science, social marketing, risk communication, and a wide range of creative communication techniques to design, implement, and evaluate innovative market-based pollution prevention and public health promotion programs. Rather than rely on traditional regulatory approaches, these voluntary efforts encourage positive behavior to promote public health and environmental protection. The group’s clients include the ENERGY STAR program, a joint effort of the U.S. Environmental Protection Agency (EPA) and U.S. Department of Energy, EPA’s Indoor Environments Division, the U.S. Green Building Council, state and local governments, nonprofit organizations, and a variety of commercial clients.

Mr. Miller serves on Cadmus’ Executive Committee and participates in a variety of corporate planning and strategic initiatives. Mr. Miller joined Cadmus in 1992, was named a principal in 1995, and became a vice president in 2001. Prior to Cadmus, Mr. Miller was an Associate at ICF Resources, Inc., where he conducted extensive energy sector modeling and economic and financial analyses of the 1990 Clean Air Act Amendments. He is a graduate of the University of Michigan in Ann Arbor, where he earned a Master of Public Policy, with a concentration in finance, and a Bachelor of Arts in economics.

Sheri Neely

Ms. Neely is a Vice President and Business Program Manager at SRA, International and has 19 years of professional experience; the last 15 years focused on technology leadership, software development, and strategic information technology consulting in both commercial and government organizations. Her experience encompasses the full lifecycle of IT projects, based on PMI project management methodologies. Sheri leads teams that provide IT solutions including IT Strategic Planning, Application Development, Web Services, Infrastructure Management, Managed Services, Software Testing, Configuration Management, IV&V, Records Management, Information Architecture, and Management Consulting. She has specialized knowledge applying user-centered design principals, focused on change management and the implementation of new technologies into established user populations.

Sheri received a Bachelor of Arts from the California State University at Long Beach and is a Certified Project Management Institute Project Management Professional since 2005.

Mary Newton

Mary Newton taught school ranging from elementary, junior high and high school and was a guest lecturer for two years at Texas A&M University. She originated, operated and sold five different businesses, including gift retail and food service. Mrs. Newton has been active throughout her life in community work. She has served on the Board of Directors for the Chamber of Commerce, mental health organizations, the Arts, and the United Way. Mrs. Newton is known for her innovative and fundraising efforts for academic institutions.

Mrs. Newton earned a degree in Business Education from the University of Northern Colorado.

Roland Newton

Roland J. Newton retired in September 2004 as President of the Interstate Bank in Montana. Mr. Newton’s finance and banking career began in Colorado before moving to Whitefish, Montana. His 30 plus years of experience in banking was in management, with a primary emphasis in lending and investments.

Mr. Newton has been an active community volunteer with youth groups and the Whitefish Community Foundation. He has served on several private and public boards.

Mr. Newton holds a degree from the University of Colorado, School of Banking.

Howard Perlmutter

Mr. Perlmutter is currently serving as the foundation’s Contracts Administrator. He is a Contracts Manager with more than fifteen years of experience working in both the government and commercial contract arenas. Since 2001, he has been employed at Northrop Grumman Corporation in Reston, Virginia where he served as a Senior Contracts Administrator and more recently, Contracts Manager in the Defense Mission Systems division. From 1998-2001, Mr. Perlmutter served as Senior Contracts Administrator with the Marasco Newton Group. Prior to that, he held positions in Program Control, Pricing, and Contract Administration with OHM Remediation Services from 1989—1998.

Mr. Perlmutter is a Certified Federal Contracts Manager and a member of the National Contract Management Association. He holds a B.S. from Rider University.

John Roman

Mr. Roman is the Deputy Director of Contracts for SAIC’s Homeland and Civilian Solutions Business Unit. Mr. Roman has management responsibility for the contracts and pricing function and staff for this Business Unit. Mr. Roman works closely with senior line and technical managers on teaming strategies, proposal pricing, negotiation strategies, and risk management. Mr. Roman is responsible for contracts with Federal agencies such as the Environmental Protection Agency (EPA), Department of Homeland Security, the IRS, the USDA, US Census Bureau, National Archives and Records Administration (NARA), GSA, and other federal agencies. Mr. Roman has eighteen years of experience working in both the government and commercial contract arenas.

Mr. Roman is actively involved in local community organizations and is currently serving as the Vice President of his the Tara-Leeway Heights Civic Association in Arlington, VA and as a member of the Church Council of Rock Spring Congregational Church in Arlington, VA.

Mr. Roman began his contracts career in 1992 as a Contracts Administrator with the Marasco Newton Group. Mr. Roman is a Certified Federal Contracts Manager (CFCM) a Certified Professional Contracts Manager (CPCM) and a member of the National Contract Management Association. He holds a B.A. in Financial Management from The Catholic University of America.

Jan Ross

Jan Ross served as Newton Marasco Foundation’s Executive Director for two years. She was responsible for partnership building, development, marketing and overall operations for the Foundation. Ms. Ross has held senior level positions in both the private sector and in a nongovernmental organization.

She worked for several years at the Anxiety Disorders Association of America where she had a leadership role in fund raising, business development, and establishing and maintaining strategic partnerships. Under her leadership, the organization grew manifold, with corporate support increasing by 75% over a five year period. Her expertise includes project management, problem solving and delivery of complex projects. In the private sector, Ms. Ross worked as a marketing Director for Sheraton Hotel Corporation where she grew business opportunities through innovative marketing and building meaningful client relationships.

Ms. Ross is active in the community and has been a mentor in the DC Public School System. She is a member of the American Society of Association Executives, Professional Conference Management Association, the Women’s Council on Energy and Environment, and the Washington Regional Association of Grantmakers.

Ms. Ross graduated from American University with a degree in American Studies.

Ed Saltzberg

Edward R. Saltzberg, Ph.D. has been a director and senior officer of environmental and management consulting firms for over 20 years. He is founder and president of ERS Advisors, an independent consulting firm in Washington, D.C. Dr. Saltzberg’s environmental expertise is in water quality and hazardous waste programs. He has been instrumental in developing and implementing growth strategies and expanding corporate technical capabilities.

Dr. Saltzberg is a former Board member of the Marasco Newton Group. He currently chairs the Economic Development Authority in his hometown of Falls Church, Virginia where he helps promote revitalization of underutilized commercial and residential sites.

Randy Shangraw

Randy Shangraw is an independent management consultant with extensive experience in information technology and environmental consulting. In 1991, he was one of the original founders of Project Performance Corporation (PPC) and was Senior Vice President of PPC, now part of the AEA group, until 2008 when he became an independent consultant. 

Throughout his career at PPC, Mr. Shangraw specialized in information management strategies for public and private sector organizations; he managed multi-million dollar IT contracts for the U.S. Department of Energy (DOE), Environmental Protection Agency (EPA), Department of Interior (DOI), U.S. Patent and Trademark Office (USPTO), and Department of Labor (DOL). He also consulted on strategic planning, performance measurement, and project management for major government programs and the linkage between overall corporate business objectives and information systems.

Mr. Shangraw spent many years consulting for DOE’s Office of Environmental Management (DOE-EM). He was an expert in a wide array of cross-cutting programmatic and environmental health issues associated with the DOE-EM program and performed cost and schedule analyses, risk assessments, uncertainty analyses, strategic planning studies, and technical evaluations surrounding environmental cleanup. He also investigated risk-based standard development efforts and land use planning programs. He served on several risk-based standards working groups and task forces, examining risk assessment issues (including exposure assessment and human health effects) for DOE-EM. In the area of risk analysis, Mr. Shangraw participated in several Federal risk management workshops and has provided support to DOE in the areas of risk based budgeting and cost/benefit analysis. Early in his career, Mr. Shangraw drafted a chapter of the Risk Assessment Guidance for Superfund: Human Health Evaluation Manual-Part B for developing preliminary remediation goals at Superfund sites.

Mr. Shangraw holds an M.A. in Environmental Health from the Harvard School of Public Health and an M.S. in Chemistry from Harvard University. He received his undergraduate degree in chemistry from the College of William and Mary.

Cindy Shephard

Cindy Shephard is currently working as the Chief of Staff for a nearly billion dollar government consulting firm and is a Certified Public Accountant with nearly 20 years of public and private accounting and auditing experience. Reporting directly to the President of the firm, she is the liaison between the Office of the President, finance and administrative services.

Mrs. Shephard was the Chief Financial Officer (CFO) and Director of Operations for Marasco Newton Group (MNG), a $50M company. Mrs. Shephard converted MNG from a manual accounting system to a fully automated, government audited and approved financial system.

At MNG she managed a team of 50 staff responsible for finance and accounting, human resources, contract administration, infrastructure and graphics. Mrs. Shephard oversaw the development of the firm’s 401K, benefits package, HR policies, banking, and investment relations. She established the legal and contractual agreements and was the central point of contact for all government auditing and financial issues.

Mrs. Shepherd received a Bachelors degree in Business Administration and Accounting from the University of Tennessee.

Nathan Smith

Mr. Smith is the Senior Principal in Project Performance Corporation’s (PPC) Environment, Energy, and Climate practice where he provides strategic consulting in the areas of carbon management, water quality management, energy efficiency and renewable energy, environmental due diligence, and environmental program development. Mr. Smith has extensive experience in evaluating the environmental impact of business operations and developing strategic, actionable recommendations to improve environmental performance. Mr. Smith supports multi-national corporations in the design and creation of greenhouse gas baselines to understand the emissions footprint of global operations.

Mr. Smith consults with major financial organizations to evaluate and reduce the waste and greenhouse gas emissions associated with consumer banking. He also works with the US EPA’s Office of Water to evaluate the potential policy and regulatory implications that will result from climate change and the emergence of new contaminants.

Kyle Tanger

Mr. Tanger is the founding principal at Clear Carbon Consulting. The company has a diverse range of nearly 30 commercial, government, and non-profit clients, offering comprehensive climate, energy, and information management solutions. Clients include Wal-Mart, NBC-Universal, News Corporation, Simon Properties, WhiteWave Foods, the United Nations, the US EPA, and the Carbon Disclosure Project. He brings significant greenhouse gas estimation experience, having managed the inventory efforts of several large multi-national companies with combined GHG emissions totaling well over 60 million tons.

Mr. Tanger served as a peer reviewer for the World Resources Institute and World Business Council for Sustainable Development’s Greenhouse Gas Protocol. He has worked extensively to create tools to measure financial performance of climate mitigation strategies and offset portfolios. Mr. Tanger also has significant information management experience integrating key GHG and energy data sources and creating web-enabled management and analytical tools. Mr. Tanger led supply chain carbon footprint analyses for Wal-Mart’s carbon scorecard efforts in conjunction with the Carbon Disclosure Project. In addition, he has performed several supply chain carbon footprint analyses for individual consumer products.

Caroline Teter

Caroline Teter has over 15 years of experience working in HIV/AIDS prevention, education and treatment activities. She currently provides technical assistance to most of Project HOPE’s HIV/AIDS programs around the world. She has spent most of the past year working with local partners in central China to develop and implement HIV/AIDS training programs for doctors, nurses and other health care workers as well as mentor doctors and nurses as they care for HIV patients and their families.

Additionally, Ms. Teter has managed complicated clinical and HIV prevention programs with multiple funding streams, staff and collaborating partners. She oversaw the construction, opening and operation of an urgent care clinic for infants through adults and managed a staff of 15, which together saw nearly 10,000 patients the first year in operation. With the Chicago Recovery Alliance, Ms. Teter oversaw a budget of $500,000 and with her co-founder, managed the administrative, fiscal and reporting requirements of eleven grants simultaneously.

Ms. Teter was the Primary Health Coordinator in Mitrovica, Kosovo in 2000. She worked in a capacity building position among communities utilizing community leaders to support ongoing immunization, education and other primary care activities. Ms Teter developed successful working relationships with WHO, NATO, UN and other organizations involved with the rebuilding of the health systems of Kosovo. She coordinated national provider HIV/AIDS education efforts, responded to the HIV/AIDS epidemic in injection drug use communities and successfully combined medical care, drug treatment and advocacy in a community-based harm reduction program.

Theresa Thomas

Theresa Thomas is the Director of Business Development Support for SRA’s Energy and Environment Services (EES) strategic business unit. She started her career with the Marasco Newton Group in 1997 as an environmental consultant beginning a path of professional and personal development which has continued through the firm's acquisition by SRA. Ms. Thomas manages a technically diverse team and oversees the development and preparation of more than two hundred proposals a year. With more than 13 years of service, she has supported proposals with a cumulative value of nearly two billion dollars.

Ms. Thomas received a B.A. in Biology from George Mason University in 1996 and M.B.A., from Trinity University in 2004. Keenly aware of the importance of environmental stewardship, in both her professional and personal life, she is a founding member of the SRA Green Team, has received the President’s Volunteer Service Award, and has been a volunteer/contributor to the Newton Marasco Foundation since its inception.

Jocelyn Turkel

Jocelyn Turkel of the Cadmus Group, Inc. is a Principal in the Voluntary Programs Group with significant experience evaluating program activities. Ms Turkel has more than 17 years of experience supporting EPA voluntary partnership programs, tracking and analyzing program results, designing and distributing outreach materials, and helping define and implement strategic and measurable goals for program growth. She has a firm understanding of clean energy, corporate greenhouse gas inventories, and energy efficiency.

Ms. Turkel is a project manager who has worked with the ENERGY STAR program for nearly a decade. For ENERGY STAR, she has provided market research and strategy development support to national campaigns and measured progress toward consumer awareness and understanding about ENERGY STAR and energy efficiency. Since 2003, she has also supported EPA’s Climate Leaders program, overseeing the program support and technical assistance provided to Climate Leaders partners, as well as the efforts to recruit new partners. Ms. Turkel helped expand Climate Leaders communication activities by developing public service announcements, informational and educational materials, and Web content. In addition to ENERGY STAR and Climate Leaders, she has experience supporting other EPA market-based voluntary pollution prevention programs such as Natural Gas STAR and WasteWise. Ms. Turkel also leads and supports a variety of business development as well as operational initiatives within the Voluntary Programs Group.

Prior to joining Cadmus, Ms. Turkel held positions with ERG and ICF. Ms. Turkel earned a Bachelor of Science in Civil and Environmental Engineering from Cornell University.

Emily Walton

Emily has over a decade of professional business development experience ranging from Communications Management to Nonprofit Administration. She has successfully served as the Program Manager of Communications for the third largest charity in the United States, Gifts In Kind International; as well as Director of Development for two nonprofit organizations.

Emily has raised millions of dollars in support of nonprofits while meeting budget guidelines. Her focus on growing a diverse constituent base for organizations has doubled returns. She has managed volunteer teams of more than 100 people, implemented large fund raising events, and chaired committees of philanthropic community leaders to support such efforts. A career highlight was the management of the nation's largest Caribbean Fine Art Exhibit. Strategic planning considering an organization's entire operation is key in Emily's development approach and has brought increased visibility in all of her ventures.

Emily's core competencies include: board relations; programmatic and operational funding implementation; successful grant and proposal writing and management; community outreach programs; campaigns increasing stakeholder involvement; and innovative and comprehensive streamlining solutions.

Elizabeth Wayt

Elizabeth Wayt is an Associate with Booz Allen Hamilton. Ms. Wayt has over ten years experience providing management and environmental policy consulting services to large federal clients, including DoD, EPA, DOE, the USPS. She currently manages Booz Allen’s support to the Deputy Under Secretary of Defense (Installations and Environment) Environmental Management Directorate. In this role, she leads the firm’s engineering and analytical support, assisting the Government with environmental decision-making and policy analysis, communications and outreach strategy development, legislative and regulatory tracking, compliance monitoring, performance measurement, and process improvement. Her responsibility covers all areas of operational compliance including air, water, environmental planning, range sustainment, and BRAC general support.

Elizabeth holds an M.A. in Public Policy with a focus on environmental and natural resource policy from the George Washington University, as well as a B.B.A. in International Business from James Madison University.

Steve Wiley

As a Senior Principal and Business Program Manager for SRA International, Mr. Steve Wiley manages all information and technology management support services provided by SRA to the Environmental Protection Agency (EPA). In this capacity, Mr. Wiley is responsible for SRA IT support to EPA’s ENERGY STAR, Superfund, and Brownfields programs. Additionally, he leads SRA’s effort to provide system engineering and specialized scientific support services to EPA’s Office of Research and Development (ORD). He has spent more than six years consulting to EPA’s Office of Environmental Information (OEI) and other program offices on how they can best apply information and technology to improve environmental results.

Mr. Wiley holds a Bachelor’s degree in business from the College of William and Mary and a Masters degree in engineering management from George Washington University. Mr. Wiley also serves on the Executive Committee for the Research Triangle Environmental Health Care Collaborative (RTEHC). In this capacity he has helped plan and facilitate annual forums to address emerging environmental issues such as pharmaceuticals in water, the environmental impacts of nanotechnologies, and environmental considerations pertaining to healthcare legislation. He partnered with NMF and the ‘Philadelphia Reads’ program to conduct one of the organization's first book drive fundraisers resulting in the donation of hundreds of environmental stewardship books to inner city children in Philadelphia.
