Ms. Bade is originally from Baltimore, Maryland. After receiving a BA in Environmental Studies at American University in Washington, D.C., Darby accepted a job with Marasco Newton Group in 1996.
She worked at MNG until it was acquired by SRA International. She continues to work at SRA as a Principal management consultant today. She received her Masters in Management Information Systems (MS, MIS) at the University of Virginia in May, 2001. Darby has served as the Tournament Director for the 2006 and 2007 Newton Marasco Foundation Environmental Charity Golf Classics.
Darby is married to Jason Bade and currently lives in Ellicott City, Maryland.
Sunil Bala, Ph. D., is Co-founder and Chairman of B2 Technology & Consulting Services, Inc. (B2 TeCS), a business process reengineering and information technology consulting firm. Dr. Bala is also Co-Founder and Executive Director of Indtai, Inc., a federal government consulting firm with a focus on environmental and educational consulting and program management services. Previously, he was Co-founder, President and Chief Information Officer of dotRisk Limited; Chief Operating Officer of Harbour Consulting LLC, a subsidiary of Swidler Berlin Shereff Friedman, LLP; Senior Associate at Putnam Hayes & Bartlett, Inc.; and a Principal at the Marasco Newton Group.
Dr. Bala has more than 20 years of interdisciplinary experience applying the principles of science, engineering, economics, sociology, information systems, and management theory to research, consulting and program management for various private entities, academic and research centers, and federal and state government clients.
Dr. Bala earned a Masters degree in Environmental Sciences and Engineering, an M.U.A in Environmental Policy and Economics, and a Ph.D. in Environmental Design and Planning, all from Virginia Tech.
Dr. Ernest Bond is currently an Associate Professor in the Seidel School of Education at Salisbury University where he specializes in children’s and young adult literature and creative arts instruction. Dr. Bond has been involved in education in some capacity for 23 years, starting as a teacher in an Upward Bound Program. Throughout his career, he has taught preschool, served as adjunct faculty at Ohio Dominican College, and provided education consulting and research services.
In 2007, Dr. Bond was named 2007 Maryland Professor of the Year by the Carnegie Foundation for the Advancement of Teaching and the Council for Advancement and Support of Education (CASE). He also received the highest faculty honor given by the University System of Maryland — the Regents Award for Excellence in Teaching.
Dr. Bond received his B.A. in Anthropology/Sociology at Kenyon College, an M.A. in Black Studies at The Ohio State University, and his Ph.D. in Education from The Ohio State University.
Mr. Calhoun is a vice president and partner of Sterling Lord Literistic who has been with the agency 14 years. Before that, he worked for The Nation and Granta and several other magazines. His list includes academics, historians, journalists, athletes, poets, and novelists. He represents staff writers at the New Yorker, Vanity Fair, and The New York Times Magazine, among other publications. His clients include Paul Fussell, Billy Collins, and Nick Tosches.
Craig Cheney is Vice President and Director at Project Performance Corporation (PPC). Mr. Cheney has over 18 years experience conducting project management, technical, regulatory and economic policy analysis of major federal projects that include DOE and EPA projects implemented under Comprehensive Environmental Response, Compensation, Liability Act of 1980, Resource Conservation and Recovery Act, and Radioactive Waste Management Requirements. He currently manages PPC’s Energy Solutions Division with practice areas in Hydrogen Economy, Climate Solutions, and Program Performance Measurement. Mr. Cheney has also written and taught DOE’s Project Management Career Development Program Project Management Essentials and Advanced Classes. Furthermore, he has previously developed and delivered more than 15 training courses for government and private sector clients, including the World Bank and State Department Trade Development program for clients in Slovakia and Syria. Mr. Cheney is currently leading a team that supports initiatives in DOE’s Office of Energy Efficiency and a team that is developing a comprehensive program plan for the High Level Waste Licensing Support of the Nuclear Regulatory Commission’s Yucca Mountain Facility.
Outside of PPC, Mr. Cheney currently serves as Vice Chair of the Falls Church City School Board. He was elected to the Board in 2004 and is serving a four-year term. Before joining PPC, he had six years of experience in environmental consulting with ICF Consulting, including spending the last two years with ICF as a project manager.
Mr. Cheney holds a bachelors degree in History and Classics from Bowdoin College and a Masters degree in Public Policy from the University of Minnesota.
Dr. Patricia Dean is currently an Assistant Professor in the Seidel School of Education at Salisbury University where she focuses on emergent writing, emergent literacy, elementary reading and language arts methods, children’s literature, early childhood education, cultural diversity, poetry for elementary students, and writing across the curriculum. She is the Director of the Early Childhood Education Program at Salisbury University, as well as Coordinator of the Creative Arts minor.
Dr. Dean began her education career teaching Kindergarten, and first and second grades, and has also consulted to the Pennsylvania Department of Education, conducted various educational workshops, and mentored elementary education interns teaching in Beijing, China.
Dr. Dean received her B.S. in Math and her M.Ed. in Science, both from the Clarion University in Pennsylvania, and a Ph.D. in Curriculum and Instruction from The Pennsylvania State University.
Ann Wheeler Dickey for many years taught school ranging from elementary grades through junior college in various parts of the world. As a US Navy wife, she served on various boards and in many fund raising and volunteer positions. She served as Technical Librarian for an accounting firm in McLean, Virginia and developed and operated a Technical Library for a Government Defense contractor in Arlington, Virginia. Mrs. Dickey has served on the board of the Albuquerque Symphony Women, been a Director of American Red Cross Volunteers, served many years on Community Association Boards of Directors and has for the past fifteen years been serving on two condominium resort boards of directors.
Mrs. Dickey earned a BA in Education from the University of Northern Colorado and an MA in Special Education from the University of New Mexico. She currently lives in Williamsburg, Virginia.
Ellis Duncan currently works for Coldwell Banker Pardoe Real Estate where he specializes in commercial and residential sales in the Washington, DC metropolitan area. He spent a decade in marketing, beginning with EF Hutton in the commodities industry and eventually moving into commercial real estate where he ended up brokering several new Planet Hollywood restaurants.
Named the ‘Good Old Boy’ in the 1980 best seller The Preppy Handbook, Ellis continues to be an energetic and colorful figure with a wide circle of clients and friends. Ellis has been a longtime supporter of and donor to the Newton Marasco Foundation.
Ellis Duncan is a 1977 graduate of Hampden Sydney College in Farmville, Virginia with a degree in Liberal Arts.
Jeri Hall, a retired employee and senior manager at United Parcel Service (UPS) for 25 years, has extensive project, event, and operations management skills and expertise. She has managed the implementation of national and international operations centers, coordinating large numbers of staff and materials. Mrs. Hall is also an expert trainer and she regularly evaluates employee sales and marketing performance and accountability. She was the Senior Events Coordinator for the UPS sponsored annual Pebble Beach Golf Tournament for multiple years.
Mrs. Hall received a Bachelors degree in Social Sciences and Education from San Francisco State University.
Max Hall is an SRA International, Inc. Vice President with nearly thirty years of leadership, management and engineering experience. He is currently the Director of SRA’s Civil Government Sector, and is responsible for the operation and growth of SRA’s work supporting all federal civil agencies. This includes management of approximately 1700 personnel, and $500M in annual revenue.
Hall joined SRA in 1992. He has previously served as the Deputy Director of the Civil Sector and the Command, Control, Communications, and Intelligence (C3I) Sector. Prior to that, he managed the Security and Systems Engineering Solutions strategic business unit within the C3I Sector (`03-`05). Hall was also the technical director for the C3I Sector (`00-`03). Other SRA assignments include Project Manager for work supporting DEA, the FAA, and the Pentagon Renovation Program, and technical lead for various classified and unclassified programs across both defense and civil agencies.
Prior to joining SRA, Hall was in the United States Army for 14 years and served in various assignments, including Platoon Leader, Company Commander, Staff Officer, Network Engineer, and Nuclear C3I Engineer. He has served in leadership or engineering positions that involved C3I at the tactical, theater, DoD, and national levels. Nine of his fourteen years in the military were spent in Europe.
Max is currently an advisory member of the American University Information Technology Executive Council and an active member of the Institute of Electrical and Electronic Engineers (IEEE) and the Armed Forces Communications and Electronics Association (AFCEA). He has presented papers to the IEEE, AFCEA, and the Operations Research Society of America (ORSA)
At SRA, Max has previously served on the Leadership Board and the Awards Committee. He was the technical lead for Project of the Year in 1997. He is currently one of the regular presenters for the SRA Culture and Values Class for new employees.
Max and his wife Cathy live on a small farm in Fauquier County, Virginia with three horses, three dogs, and two cats.

Ms. Hoeber is President of AMH Consulting, a Potomac, Maryland company. Since 1991 she has provided consulting on a wide range of defense and environmental matters — including program planning and independent assessments for the Federal government and participation in projects, studies, management reviews, market and budget analyses, and business development activities for a wide variety of private industry clients. Technical and programmatic specialties include chemical and biological defense, chemical weapons demilitarization, Cooperative Threat Reduction Program nuclear weapons security and demilitarization, defense against terrorism, force protection, military preparedness, nuclear weapons complex cleanup, and ballistic missile defense.
Consulting projects have included assisting in planning for chemical demilitarization operations in Libya; assisting in preparations to perform post-conflict disposition operations in Iraq for any uncovered WMD; assisting in managing the Vozrezhdeniya Island anthrax cleanup; orchestrating a multi-study analysis on the vulnerabilities of U.S. forces in CONUS to chemical and biological attacks (the “CB 2010, Pope-Bragg, and Port” studies); chairing a multi-year “Overarching Issues Assessment” of the U.S. chemical demilitarization program for the Deputy Assistant Secretary of the Army (Chemical Demilitarization); performing detailed management and safety reviews of U.S. chemical demilitarization facilities; providing market assessments and penetration assistance to several clients for U.S. and Former Soviet Union nuclear and chemical demilitarization projects; developing specific company-oriented DOE and DoD business plans; and managing several major proposals.
Prior to founding her consulting company, Ms. Hoeber held several senior management positions at TRW’s Federal Systems Group in Fairfax, VA.
Before joining industry in 1986, Ms. Hoeber served for over five years as a Presidential appointee in the Department of the Army, including as Deputy Assistant Secretary of the Army (Research and Development), Principal Deputy Assistant Secretary of the Army (Research, Development and Acquisition) and Deputy Under Secretary of the Army. Prior to her government service, Ms. Hoeber was Deputy to the Director, Policy and Strategy Analysis Division, System Planning Corporation. Earlier positions included Director, Department of Military Policy Analysis, General Research Corporation; three years with the Wohlstetter consulting group; and several years as a member of the technical staffs of the Rand Corporation, Analytic Services, Inc., and the Strategic Studies Center of the then-Stanford Research Institute (now SRI International).
Ms. Hoeber has been and is active in several professional groups. She is a member of the Council on Foreign Relations and has been an occasional speaker on defense matters to Council chapters. She has also been active in the Center for Security Policy, the Chemical and Biological Arms Control Institute, and is on the Advisory Board of Women in International Security. She is also a founder and Past Chairman of the NBC Industry Group.
Ms. Hoeber is a member of the Board of Directors of Versar Corporation, and was Chairman of the Board of EAI Corporation for three years prior to its sale to SAIC. She is also on the Board of the House of Ruth of Maryland.
Ms. Hoeber has authored or co-authored numerous monographs, articles and books including The Chemistry of Defeat, Conventional War and Escalation, Soviet Strategy for Nuclear War, “The Soviet View of Deterrence,” “The Neglected Threat of Chemical Warfare,” “Reality and SALT,” and “The Case Against the Case Against Counterforce.”
Gayle Jefferson is a 25 year employee with the United States Federal Government, having served at the Environmental Protection Agency (EPA) for 24 of those 25 years. Gayle has worked in EPA’s Superfund program, Brownfields Revitalization, has managed the EPA Headquarters Facilities Operations, and is most recently serving as Special Assistant/Chief of Staff to the Agency’s politically appointed Assistant Administrator for the Office of Environmental Information and Chief Information Officer.
She has served as Chair of the Membership Committee of the Executive Women in Government (EWG) for the last three years. EWG is an organization of over 300 leaders in the executive, legislative, and judicial branches of the Federal government. EWG is a 501(c)3 non-profit professional organization of women executives. It was founded in 1974 by some of the first women executives who served at the executive level of government. Under Gayle’s leadership in 2007, EWG’s membership reached 300+, for the first time in its history!
Ms. Jefferson received her B.S. in Technology and Management from the University of Maryland.
Mr. Kocher is a Practice Leader at the Project Performance Corporation (PPC). He currently manages PPC’s Department of Energy Environmental Management contract and recently led the start-up of the Financial and Business Analysis practice. He has specialized experience in budgeting, performance measurement, cost uncertainty, and strategic planning. Prior to joining PPC, Mr. Kocher obtained a broad range of experience in the fields of commercial finance, commercial real estate, and government relations.
Mr. Kocher is a graduate of the Emerging Leadership Institute (ELI), a selective organization dedicated to promoting leadership skills and community service in Fairfax County, Virginia. He is also a member of the fundraising committee for Homestretch, a non-profit organization committed to finding holistic solutions to homelessness in Northern Virginia. Additionally, Mr. Kocher supports NMF’s grant from Guest Services, Inc. to promote “green” initiatives in their business practices.
Mr. Kocher holds a bachelor’s degree in Economics and a Master’s of Public Administration from Indiana University’s School of Public and Environmental Affairs.
Thelma L. Lucas is a retired manager from AT&T with 25 years of experience in communications, operations and business services, and network administration. Mrs. Lucas worked for 13 years with the Marasco Newton Group as the Office Manager and Executive Assistant. She is a founding member of and served as the leader of Common Threads, a diversity work team for SRA International. Mrs. Lucas is an accomplished Gospel singer.
Mrs. Lucas is currently in studying at Trinity University in Washington DC, majoring in Human Relations with a minor in Theology.
Laura LaVaun Marasco, Ph.D., is an assistant professor in social studies education at Salisbury University in Maryland. For nine years, she directed two US Department of Education career ladder grants, totaling approximately $2 million dollars. Dr. Marasco’s higher education, undergraduate and graduate, teaching includes: Colorado Mountain College; University of Colorado, Denver; Metropolitan State College of Denver; and Adams State College. She holds teacher licensure in the State of Colorado and formerly in Washington, Virginia and the District of Columbia.
Dr. Marasco was one of 200 public school educators selected nationwide for the first Holocaust Educational Conference. She was recognized at the Holocaust Museum in Washington, D.C. for her social studies curriculum. She was given the Honorable Mention Teacher of the Year by the State of Colorado. Most recently, she received a Fulbright Scholarship to study Conflict Resolution and Peace-Building in Nicaragua. There, Dr. Marasco was designated as an international observer to the Nicaraguan presidential elections in 2000. Her international educational work includes directing a sub-part of a $100,000 US Department of Education grant for the internationalization of higher education curriculum.
Dr. Marasco studied in Spain, Mexico and Nicaragua. She received her Bachelors degree in Spanish from Hanover College; her Masters degree in history from Indiana University; and her Ph.D. in Educational Leadership and Innovation from the University of Colorado.
Nancy E. Marasco, a retired volunteer firefighter, EMT and business owner, has decades of fundraising experience with many volunteer organizations including fire department districts, political campaigns and health issue forums. Ms. Marasco is a successful entrepreneur having owned and managed several retail shops in a prominent Colorado resort town. She currently is President and CEO of Stopping By and Saying Hi, a health care and care giving organization.
Ms. Marasco holds degrees and certifications from Lasell College and Colorado Mountain College and is in an advanced degree program with the University of Phoenix.
Mark McGhee, a project manager at Nextel Communications, has over 15 years of experience in the telecommunications industry. He has worked for Verizon, British Telecom and France Telecom. Before his focus in telecommunications, Mr. McGhee worked in the government consulting arena, as well as spent time supporting Senators Al Gore and Mac Mathias on Capitol Hill.
Mr. McGhee holds a Masters of Public Management degree in Public Policy from the University of Maryland, as well as a Bachelors degree in Government and Politics from the University of Maryland.
Cathy McGirl is a program manager and senior policy analyst at Tetra Tech EM Inc. with more than 15 years of professional consulting and project management experience in the environmental field. Ms. McGirl has served a wide variety of public organizations and has managed many large, multi-task projects involving strategic planning and performance measurement, development of public outreach strategies and materials, management of grants programs, and the design and implementation of technology transfer and training programs. For the last 10 years, she has managed Tetra Tech’s support to the U.S. Environmental Protection Agency (EPA) in the development and implementation of its environmental education program, including strategic planning and program evaluation grants and fellowship program management, support for EPA’s National Network for Environmental Management Studies fellowship program and the President’s Environmental Youth Award; and development of numerous publications, exhibits, Web sites, and outreach tools. She also leads and supports grants management and evaluation projects with EPA’s Office of Grants and Debarment. Her experience includes coordinating several conferences and technology demonstrations in the Czech Republic, Argentina, and Uruguay for EPA and Department of Defense clients.
Ms. McGirl received a B.A. in History from James Madison University, and a M.A. in Russian and East European Studies from George Washington University.
Linda McGoldrick has an extensive history of founding, directing and planning comprehensive health and finance programs throughout the world. She specializes in organizational change, company restructuring, new venture development, business acquisition and alliance building. She worked with financial institutions, managed care organizations, pharmaceutical companies, insurers and health care organizations enabling her to bridge the complex worlds of finance and health care. She is currently a Board Member of Axis-Shield Group PLC, a European diagnostics company and Charles River Laboratories International Inc, a global provider of pre-clinical products and services for the pharmaceutical, biotechnology and government sectors.
In addition to serving on several governmental boards in both the United States and the United Kingdom, Ms. McGoldrick’s previous board positions include service on The National Health Foundation, The California Pacific Medical Center, The Physician Foundation, The Legacy Foundation and Harvard Medical School’s Cell Biology Council.
Ms. McGoldrick holds an MBA from the Wharton School of Business in Finance and an MSW from the University of Pennsylvania.
Colleen Morgan currently serves on the Advisory Board, as well as Director of the GreenFocus Photography Award focusing on brownfields. She is also a past director of the foundation’s annual golf tournament. Ms. Morgan currently manages SRA, International’s Land and Community Revitalization business area. She has led SRA’s support to EPA’s Brownfields Program for over 10 years—working closely with EPA to support the evolution of its Brownfields Program from a pilot-based experiment to a mature grants program. She coordinates support across four broad areas: communications and outreach, policy research and analysis, facilitation and meeting support, and information management and technology. She regularly works with state and local environmental and community/economic development officials to provide training, conduct program evaluation assessments, provide policy and regulatory analysis, and to develop communications strategies and materials to support brownfields revitalization projects and programs.
Prior to joining SRA, Ms. Morgan practiced law in Oregon and Washington, DC for private and public sector clients on environmental, energy, land use, and transportation matters.
Colleen holds an MS (Environmental Science and Policy) from the Johns Hopkins University, a JD from Georgetown University Law Center, and a BA (Society and Justice) from the University of Portland.
Mary Newton taught school ranging from elementary, junior high and high school and was a guest lecturer for two years at Texas A&M University. She originated, operated and sold five different businesses, including gift retail and food service. Mrs. Newton has been active throughout her life in community work. She has served on the Board of Directors for the Chamber of Commerce, mental health organizations, the Arts, and the United Way. Mrs. Newton is known for her innovative and fundraising efforts for academic institutions.
Mrs. Newton earned a degree in Business Education from the University of Northern Colorado.
Phyllis Newton has 35 years experience in developing and running her own business ventures, as well as in teaching. She developed and ran an interior decorating business in Denver for six years before entering the retail business. She and her husband, Richard Newton, owned and operated Senatore’s (a full-line department store) for six years in Florence, Colorado before opening several franchise stores in the Denver area. Mrs. Newton also has teaching experience, teaching special education at a high school with an “at risk” student population. Mrs. Newton is the author of an Italian cookbook, Ciao, Colorado!.
Mrs. Newton earned a BA in Business Education and Speech Therapy at the University of Northern Colorado.
Richard J. Newton, a retired entrepreneur and teacher, taught at Harrison High School in Colorado Springs, Colorado from 1963–1966. Later, he was a Bond Representative at Aetna Casualty and Surety of Hartford, Connecticut in the Denver regional office. In 1976, he and his wife Phyllis opened Senatore’s, a retail store selling contemporary women’s clothing, in Florence and Denver, Colorado. Until retiring, Mr. Newton was a Purchasing Manager for the American Fair Credit Association of Denver, a credit card company serving customers with poor credit history.
Mr. Newton is a graduate of the University of Northern Colorado with a Bachelors degree in History and Physical Education.
Roland J. Newton, retired September 2004 as President of the Interstate Bank in Montana. Mr. Newton’s finance and banking career began in Colorado before moving to Whitefish, Montana. His 30 plus years of experience in banking was in management, with a primary emphasis in lending and investments.
Mr. Newton has been an active community volunteer with youth groups and the Whitefish Community Foundation. He has served on several private and public boards.
Mr. Newton holds a degree from the University of Colorado, School of Banking.
Mr. Perlmutter is currently serving as the foundation’s Contracts Administrator. He is a Contracts Manager with more than fifteen years of experience working in both the government and commercial contract arenas. Since 2001, he has been employed at Northrop Grumman Corporation in Reston, Virginia where he served as a Senior Contracts Administrator and more recently, Contracts Manager in the Defense Mission Systems division. From 1998-2001, Mr. Perlmutter served as Senior Contracts Administrator with the Marasco Newton Group. Prior to that, he held positions in Program Control, Pricing, and Contract Administration with OHM Remediation Services from 1989–1998.
Howard is a Certified Federal Contracts Manager and a member of the National Contract Management Association. He holds a B.S. from Rider University.
Jan Ross served as Newton Marasco Foundation’s Executive Director for two years. She was responsible for partnership building, development, marketing and overall operations for the Foundation. Ms. Ross has held senior level positions in both the private sector and in a nongovernmental organization. She worked for several years at the Anxiety Disorders Association of America where she had a leadership role in fund raising, business development, and establishing and maintaining strategic partnerships. Under her leadership, the organization grew manifold, with corporate support increasing by 75% over a five year period. Her expertise includes project management, problem solving and delivery of complex projects. In the private sector, Ms. Ross worked as a marketing Director for Sheraton Hotel Corporation where she grew business opportunities through innovative marketing and building meaningful client relationships.
Ms. Ross is active in the community and has been a mentor in the DC Public School System. She is a member of the American Society of Association Executives, Professional Conference Management Association, the Women’s Council on Energy and Environment, and the Washington Regional Association of Grantmakers.
Ms. Ross graduated from American University with a degree in American Studies.
Edward R. Saltzberg, Ph.D. has been a director and senior officer of environmental and management consulting firms for over 20 years. Dr. Saltzberg’s environmental expertise is in water quality and hazardous waste programs. He has been instrumental in developing and implementing growth strategies and expanding corporate technical capabilities.
Dr. Saltzberg is a former Board member of the Marasco Newton Group. He currently chairs the Economic Development Authority in his hometown of Falls Church, Virginia where he helps promote revitalization of underutilized commercial and residential sites.
Ms. Sedmak is the president and founder of Royal Oak Communications, an award-winning independent media and video production firm specializing in health, aging, the arts, medicine, education, consumer, family and women’s issues. Since its inception in 1993, the company has created more than 100 productions for broadcast television, corporations, and educational institutions as well as creating streaming video for the Web.
Ms. Sedmak is also highly skilled in securing and conducting interviews with public figures in government, business, medicine and the arts for the purpose of both national and international broadcast/video productions.
Concurrently, Ms. Sedmak is a TV Project Manager - Senior/Producer Writer with AARP, the nation’s largest association representing the concerns of 36 million mid-life and older Americans and their families. She creates programming showcasing AARP’s social impact and member value agenda.
Her previous broadcast credits also include production positions with ABC’s Good Morning America, This Week with David Brinkley, The Larry King Show, Panorama hosted by Maury Povitch and USIA’s international television program, WorldNet.
Ms. Sedmak has received numerous honors from the New York International Film & TV Festival, A Telly Award, The Communicator Crystal Award, A Silver Anvil from the Public Relations Society of America, a Gold Camera Award, numerous National Mature Media Awards and the RX Award for medical animation among others.
Patti Shafer, a Business Program Manager for the Environment and Organizational Services division of SRA International, has nearly 30 years experience in providing management consulting services to EPA and other natural resource agencies. She has directed more than $100 million in government contracts in her career. Her functional areas of expertise include communications and outreach, program management, training and contracts/financial management. Ms. Shafer is well regarded for her expertise in developing targeted communication strategies and a range of communication and outreach products for Congress, environmentalists, local government officials, and the public.
Before the acquisition of the Marasco Newton Group Ltd. by SRA, Ms. Shafer was a Vice President of MNG, joining the firm in its founding year. Her consulting career began in 1982 when she joined The Synectics Group, Inc. Before beginning her consulting career, she was a federal regulatory analyst/publications specialist for a nonprofit association and subsequently a publications firm.
Ms. Shafer holds a Bachelors of Science degree from the University of Maryland in Special Education and a Masters of Business Administration from George Washington University.
Ms. Sillin was a senior manager from United Parcel Service (UPS) for 28 years. She began her career as an operations manager which involved planning, scheduling, staffing modules and implementation of industrial engineering practices as well as handling various labor relations grievances and contract negotiations. She spent many years as a human resources director. In this position, she handled employee relations, discrimination and sexual harassment complaints, training of management on corporate policies and working as the legal liaison with employment attorneys.
Ms. Sillin is retired from UPS and currently involved with her local YMCA Community Campaign Support team as a volunteer fundraiser. She is active in her church handling all financial aspects as its Treasurer and has served as the head of the Staff Parish Committee which involved interviewing, hiring, writing employment contracts, employee evaluations, and salary management.
Mr. Tanger is the founding principal at Clear Carbon Consulting. The company has a diverse range of nearly 30 commercial, government, and non-profit clients, offering comprehensive climate, energy, and information management solutions. Clients include Wal-Mart, NBC-Universal, News Corporation, Simon Properties, WhiteWave Foods, the United Nations, the US EPA, and the Carbon Disclosure Project. He brings significant greenhouse gas estimation experience, having managed the inventory efforts of several large multi-national companies with combined GHG emissions totaling well over 60 million tons.
Mr. Tanger served as a peer reviewer for the World Resources Institute and World Business Council for Sustainable Development’s Greenhouse Gas Protocol. He has worked extensively to create tools to measure financial performance of climate mitigation strategies and offset portfolios. Mr. Tanger also has significant information management experience integrating key GHG and energy data sources and creating web-enabled management and analytical tools. Mr. Tanger led supply chain carbon footprint analyses for Wal-Mart’s carbon scorecard efforts in conjunction with the Carbon Disclosure Project. In addition, he has performed several supply chain carbon footprint analyses for individual consumer products.
Caroline Teter has over fifteen years of experience working in HIV/AIDS prevention, education and treatment activities. She currently provides technical assistance to most of Project HOPE’s HIV/AIDS programs around the world. She has spent most of the past year working with local partners in central China to develop and implement HIV/AIDS training programs for doctors, nurses and other health care workers as well as mentor doctors and nurses as they care for HIV patients and their families.
Additionally, Ms. Teter has managed complicated clinical and HIV prevention programs with multiple funding streams, staff and collaborating partners. She oversaw the construction, opening and operation of an urgent care clinic for infants through adults and managed a staff of 15, which together saw nearly 10,000 patients the first year in operation. With the Chicago Recovery Alliance, Ms. Teter oversaw a budget of $500,000 and with her co-founder, managed the administrative, fiscal and reporting requirements of eleven grants simultaneously.
Ms. Teter was the Primary Health Coordinator in Mitrovica, Kosovo in 2000. She worked in a capacity building position among communities utilizing community leaders to support ongoing immunization, education and other primary care activities. Ms Teter developed successful working relationships with WHO, NATO, UN and other organizations involved with the rebuilding of the health systems of Kosovo. She coordinated national provider HIV/AIDS education efforts, responded to the HIV/AIDS epidemic in injection drug use communities and successfully combined medical care, drug treatment and advocacy in a community-based harm reduction program.
Bartow (Bart) C. Tucker is the President of the Board of Directors of Habitat for Humanity of Northern Virginia (HFHNV). Daily, Mr. Tucker addresses the issues and needs of affordable housing in the Washington Metropolitan area. He served in the United States Air Force for 20 years. His assignments were primarily related to flight test and acquisition of fighter aircraft. Subsequently, Mr. Tucker co-founded Holmes-Tucker International, an international consulting firm specializing in program and engineering management. Since leaving the firm, he has served as an independent financial consultant, heavily committed to charitable activities.
As a long-time volunteer for HFHNV, Mr. Tucker has served in a variety of volunteer positions including house leader, committee member and vice president. He is also committed to a mission in Haiti called Village of Hope.
Mr. Tucker holds a Masters degree in Aeronautics and Astronautics from Purdue University, and a Bachelors degree in Astronautical Engineering from the United States Air Force Academy.
